HELVETAS Swiss Intercooperation (HELVETAS) is a Swiss INGO actively contributing to the improvement of the living conditions and status of economically poor and socially disadvantaged people in 30 countries in Africa, Asia, Latin America and Eastern Europe ( www.helvetas.org).

The organisation focusses on three working areas; Skills, Jobs & Income; Water, Food & Climate and Voice, Inclusion & Cohesion. HELVETAS addresses in particular girls and most marginalised youth vulnerable to poverty, unemployment, social disengagement and violence.

Upon final approval from the concerned authorities, HELVETAS Swiss Intercooperation is planning to implement in Tanzania an 18-month action: Let’s go digital! Provision of Vocational Education Training through a Mobile Platform (LGD-VSOMO).

Main objective of the project is to increase access to vocational education training through the scale up of the existing mobile learning solution VSOMO.

HELVETAS Tanzania is now looking for a Project Officer – Digitalization, who will join the team of the ongoing project Youth Employment through Skills Enhancement (YES) in support of the LGD-VSOMO action, and therefore is inviting applications from qualified, committed, enthusiastic and dynamic Tanzanian citizens.

Position: Project Officer – Digitalization (full-time position as staff of HELVETAS)

Reporting: Project Manager YES, HELVETAS Tanzania

Duty station: Dodoma; with frequent local travels for field support and monitoring

Tasks (duties & responsibilities)

  1. Take lead on the technical aspects of the LGD-VSOMO action, coordinate VSOMO training and support in linking the selected youth to practical classes
  2. Assess existing VSOMO online courses based on market demand and students’ interests
  3. Support revision of the courses with regards to didactics and profession in collaboration with VETA subject matter experts and further partners
  4. Lead the testing of the developed modules and the piloting at vocational training centres, collect and analyze user data, and adapt the modules based on feedback
  5. Prepare a write up of the whole process as a blueprint for the gamification of further (new and/or existing) courses based on interests and needs of youth and the market

Build capacity of partner staff and guide them in adopting digital approaches and tools

  • Build capacity of selected VETA and VETA-certified training centres in Singida and Dodoma (management, ICT officers, vocational instructors) and provide training on how to use the online platform to integrate theory elements into the practical training
  • Identify digital hubs within the vicinity of the selected VETA centres and VETA-certified centres, identify their needs and monitor the setup of these mobile units/digital hubs
  • Train animators of the digital hubs to supervise the activities of the learners and the operations (access/use) of the hubs
  • Set up a sustainability plan to ensure continued maintenance of the digital hubs and practical training after the end of project support
  • Put in place the automated monitoring and evaluation of student progress beyond the training
  • Involve local government authorities (LGA) and select youth for testing and piloting in collaboration with LGAs, VETA and VETA-certified centres

Establish and maintain good working relationship with relevant government and non- government agencies and proactively initiate cross learning and synergy

  • Develop a light communication strategy for the VSOMO platform on how to best reach target audience with the aim to create a demand for the
  • Identify suitable media channels to reach the targeted users of the VSOMO platform, as well as local leaders, secondary schools and other youth-related
  • Develop and disseminate attractive promotional material for the target group of the platform (short videos, picture material, short promotions for radio, ).
  • Actively promote the VSOMO courses through partners, NGOs and LGAs

Monitor and evaluate activities using agreed M&E tools and produce quality reports

  • Establish a monitoring system for  the LGD-VSOMO action
  • Monitor activities by applying the set up M&E system tools
  • Ensure timely, accurate and quality reporting


Bachelor’s degree in computer science / Information Communication Technology (mandatory) Post graduate or master’s degree in Computer Science or ICT (optional)

At least 3 years of professional experience in the field of ICT/Digitalisation

Experiences in Vocational Education Training, M-learning or software development and maintenance and/or in similar work with donor funded projects or INGO is advantageous

Project implementation skills, including

  • Experience of working with complex project setup (multiple relationships with partners and service providers, multi-stakeholder platform)
  • Experience in developing and executing
  • Experience in M&E and with digital data collection tools
  • Basic financial management (budgeting, budget & expenditure monitoring)
  • Sound reporting and writing skills (good command over written and spoken English and Swahili)

Soft skills such as

  • Assertive and good on prioritising tasks under own responsibility,
  • Ability to motivate and train staff members, delegate tasks
  • Good and active team member, with independence and well-structured mode of operation
  • Ability to improve, innovate and solve problems, demonstration of digital skills
  • Promotes gender and social equity
  • Good communication skills
